You may add the Live Help application to the Windows Firewall Exceptions and allow incoming Live Help connections. (See the Method 2 in the Windows Firewall settings required for Live Help.)
The table below shows the executable files of the Live Help applications.
Live Help Type | Executable File |

Live Help Client | "DTC.EXE" stored in the Live Help Client install directory. |
Live Help Expert | "DTC.EXE" stored in the Live Help Expert install directory. |
Live Help CM | "CMTCP.EXE" stored in the Live Help CM install directory. |
