Active and inactive virtual adapters exist together in one configuration.
An unused physical adapter for a certain virtual adapter is used as the operational adapter for a different virtual adapter.
[Changes]
Before modification

Therefore, an unused physical adapter for a certain virtual adapter is never used as the operational adapter for a different virtual adapter.
After modification
In the configuration where multiple virtual adapters share a physical adapter, active and inactive virtual adapters can exist together. Moreover, state of physical adapters under each virtual adapter may be different.
