Did this occur immediately after the operation target job net or group was registered/changed/copied?
Cause
The Jobscheduler server performed the scheduling processing immediately after the job net was registered/changed/copied. For this reason, job net operations using the API are limited.
Action method
If the API returned with return code 4, retry a few times and perform the job net operation.
