You need to configure your operating system and reserve the TCP port numbers that Live Help uses so that the operating system does not use them. To do so, follow the steps below. We will take the Live Help Client port 1513 as an example and use the Registry Editor.

Using Registry Editor incorrectly can result in unintended effects and cause serious, system-wide problems that may require you to reinstall your operating system to correct them. Make sure that you understand the behavior of registry properties before setting them. Use Registry Editor at your own risk.
From the Windows(R) Start button or the Apps screen, select Run.
Type regedit in the field, and then click OK.
navigate to the following registry key:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
Select the key node "Parameters," and select [New]-[Multi-String Value] from the Edit menu. The name of a value sets up "ReservedPorts."
In Value Data, enter the range of the Live Help port numbers "1513-1513" (in the format: xxxx-yyyy).
Click OK to close the Multi String Editor.
Quit the Registry Editor.
Restart your computer.
