Was the method used to set the startup day correct?
Cause
If the startup day was set from the Startup Days window, the startup day will be an exception day, so a startup day will not be created for each year.
Action method
To set a startup day for each year, set the startup day on the Startup Days tab in the Job Net Properties window.
