Were the Start only when message event has occurred check box and Scheduled start time selected on the Standard information tab in the Job Net Properties window for the job net?
Cause
If the scheduled start time arrived when the job net for which the Start only when message event has occurred check box and Scheduled start time were selected was paused or disabled, the startup delay exit will start.
