Description
A problem has occurred in the connection with the Resource Management.
Corrective Action
Check whether the Resource Management settings of the following files are valid.

Confirm setting
ror.rest.url
Ensure that the Resource Management is operating normally. Refer to "2.1 Starting and Stopping Managers" in the "Operation Guide CE" for information on the start method.
If applying as a tenant user or tenant administrator, check that the tenant administrator specified as the forward destination in the Forward screen exists on the [Tenants] tab of the ROR console.
If applying as a dual-role administrator, check that the dual-role administrator specified as the forward destination in the Forward screen exists in the [Resources] tab.
Description
