Configure the following settings for the browser used for the ROR console, and specify Chinese for the language settings.
For Internet Explorer 9 or earlier
Configure [Chinese (Simplified, PRC) [zh-CN]] from [Tools]-[Internet Options]-[Languages].
For Internet Explorer 10 or later
Configure [Chinese (Simplified)] in [Clock, Language, and Region] on the Windows Control Panel.
For Firefox
Configure [Chinese/China [zh-cn]] from [Options]-[Content]-[Languages].
