Check the following points:

You are logged in as a user with administrator authorities.
The OS user (fjsvcsbdb) is added.

The coordination adapter platform (APP) has been started.
In Cloud Services Management, the start and stop processes of the coordination adapter platform (APP) and the management server are linked.

Tenants are created in ROR. Configuration of tenant resources, setup of tenant users and administrators, and creation of the L-Platform template for Cloud Services Management have been completed.
Check the version of SVOM being used by ROR.
For details, refer to "Appendix D Configuring SVOM".

For details on setup of AWS accounts for the service controller, refer to "2.4.3.3 Configuring AWS Connection Information (Only when Performing AWS Coordination)".
