Is the PowerChutePLUS (APC product) option selected under Select Power Control tab in the Power Control Schedule dialog box?
Is upssleep.exe installed on the server?

Is there an upssleep path in the PATH environment variable of the system environment variables?
Is an incorrect path specified in the PATH system environment variable?
Does the path include the module name (upssleep.exe)?
Does the path include a typological error?
Action method
If power control is not selected, select the power control software (PowerChutePLUS) to be handled.
Install the required module (upssleep.exe) for linking to the power control hardware if it is not already installed.
Add the upssleep path to the system environment variables if it is not already there. After adding the path, restart the system.
