The command can be executed only by users with administrator privileges.
The meaning of "User with administrative privileges" varies according to the OS as indicated below.
In Linux environment or Solaris environment, the term referring to "User with administrative privileges" is root (Super user).
In Windows environment, the term referring to the user of belonging to Administrators group.
