確認ポイント
管理機能のトレースログ(vsys_trace_log)に、以下のメッセージが出力されていませんか。
1)「VSYS10098」および「VSYS00000」が交互に出力されている。かつ、 2) 1)の後に「VSYS00001」が出力されている。かつ、 3) 2)の後に「VSYS00003」が出力されている。

原因
データベースが起動していません。
データベースを停止したまま、管理機能 APIのワークユニット(CFMG_VSYS)を起動したと考えられます。
対処方法
『メッセージ集』の「VSYS00001」の対処に従って、データベースを起動してください。
